Answer: This might be a situation where liposuction could help. I don't usually use liposuction for the neck, because the fat may be in different levels. But it looks like the fat is superficial. Careful liposuction with a small canula might be helpful. Consult an experienced Plastic Surgeon to see if this is an option.
