I Still Have Dry Eyes 13 Months After Lasik. Is This Permanent?

I had Intralase Lasik back in Dec of 2011. I continue to have fluctuating halos and starbursts and dry eyes that range from feeling like a thin layer of dust, to being caked with gunk, to downright painful. I eat right exercise take Omega3 fish oi, BioTears TheraTears perform lid scrubs daily warm compresses 3 times a day. I have noticed improvement over the past year but nowhere near pre-lasik levels. I was told that dry eyes resolve between 3-6 months. I'm now 13 months, is this permanent?
