Dark Circles After ICP Chemical Peel

I have severe dark circles or discoloration on my under eyes due to the ICP Peel that I had 2 years ago. It also left my skin in black patches. The rest of my face has now cleared up except the sensitive eye area, which has been damaged badly. How was my skin damaged? What products with specific ingredients can I use to heal and lighten the area? I am extremely troubled. Please help!
