Lasers can definitely help with scars. Pulsed dye lasers can improve redness and fractional co2 ablative lasers can help with texture.

It depends. Some scars can be improved
It depends. Some scars can be improved – even 30 years later. Others may not respond at all. Best to see your cosmetic dermatologist.
