Hyperpigmentation. Is It Permanent?

I am asian with wheatish complexion. Had fraxel lasers for minor scars on my hand. First 2 sittings didnt make much of a difference. After the 3rd one it cleared so well, it was hardly visible. My derm insisted on a 4th one. Now i feel i am back to square one. The marks are very evident now and i cant help staring at them though my derm says it will clear in 6 weeks. I am using hydroquinone on the marks.
