Hyperpigmentation from Skin Infection - Treatment options?

I am 28, male lean/thin, and have Post-inflammatory hyperpigmentation on my inner thighs from tinia cruris infection i had few years back. Used TCA, glycolic peels, hydroquinone, tretioin, nothing has reduced it. Recently i heard that nd:yag laser can be used for depigmenting skin by destroying melanin cells itself, in a way cause hypopigmentation. I am not looking for any laser skin resurfacing type laser as i know it would not work for me. Something Like how the tattoo removal lasers work.
