How to Treat Hyperpigmentation in a Child?

My son (Indian) is 3 years old now. Around 15 months back, when my wife was trying to pick him up, her finger nail caused skin to peel off from his face (around size of a dime). The wound healed well, but within 2 months turned brown and has remained the same ever since. Some days it is very light(as in the picture) but on days he plays outside it gets darker. We did not apply any sunscreen the first 3 months and have been applying regularly ever since. Will this be permanent? What can be done to make it disappear?
