Is 4% Hydroquinone Effective on PIH?

I am currently being treated for CO2 laser induced post inflammatory hyperpigmentation (PIH) with 4% Hydroquinone with abscorbic acid. Does 4% Hydroquinone really work for PIH? If it doesn't, what are my other options?
