Is There Hope for a Dark Skinned Girl with Hyperpigmentation?

I recently went to a dermatologist who specialized in "ethnic skin care". When I showed her my patchy hyperpigmentation/discolored skin she simply said there was nothing that could be done, and that it was most likely genetics. I was, and still am heartbroken from hearing that. I have discolored areas on my lower back, and lower buttocks, as well as my neck. All are significantly darker than the rest of my body. Can I do anything? Chemical peels? Laser surgery? Can this be treated at all?
