How Can I Get Rid of the Spots, Scars and Hyperpigmentation on my Legs? (photo)

Am in so much distress here, last time i wore a dress / skirt or showed off my legs in public was like 20 years ago. I have very terrible spots on my legs and have tried whitening creams to fading and bleaching creams. Honestly its gotten worse and along the line i aquired uneven skin tone with embarrassing hyper-pigmented areas. Am in so much distress and my life is so miserable, Please i need help fast!
