Even four or five years later, hair may regrow to some extent after laser hair removal

It is difficult to say that laser hair removal is permanent. Some people do notice slow return after not seeing much hair for a few years, but the return would usually be a small amount. If it has been more than five years and you still have no hair but you wish that it did grow back, you might not see regrowth.
