Can an At-home Hair Removal IPL Kit Also Be Used for a Skin Pigmentation Problem?

I bought the Boots IPL machine which is designed to be used at home hence not too strong as the ones used at salons. Can the same IPL also be used for pigmentation problem? thanks Ash
