What is a Good Eye Cream for Milia Prone Skin?

Every eye cream or serum I've tried leaves milia around my lower eyelid area. Smaller amounts still cause milia. The milia usually goes away after I stop using anything and just clense it but that leaves my skin dried out. I've heard its because the product isn't fully absorbed and clogs the skin. Is there a good eye moisturizer that won't cause milia or something I can do to improve absorbtion? I have dust allergies.
