I know higher level provides deeper penetration and treatment levels correspond to percentage of epidermis and dermis treated. Thus, would level 10 of Fraxel Restore give better results for collagen stimulation, if 29 percent of dermis is treated in one session?

The treatment levels and energy settings for Fraxel restore vary depending upon the individual. Depending upon what is being treated, higher percentage of coverage is better. Ultimately, it is your treating physician who needs to make that decision.
