is a Technician/Skin Therapist Qualified to Perform Fractional CO2 Laser on Full Face?

In my country most fract co2 laser full face treatments are done by a skin Therapist/technician instead of a docter/surgeon or dermatoligist. Skin Therapist/Technician study in our country is equal to a USA study of 4-5 years of a undergratuaded study on a, or with a bachelor level/degree kinda something. Proberbly on University UNdergraduated kinda level. Would/should a specific skin therapist/technician be qualifide enough, with this specific study in general? I need 2-3 threatments. Age;28.
