How Can I Fix or Remove my Permanent Eyeliner? (photo)

I had permanent eyeliner applied to my top lids about 3 years ago. The result was uneven, and too thick near the corner of my eyes. The color (originally black-brown) has faded to a grayish color since. I wonder if this could be improved by having permanent eyeliner re-applied (at least to even it out and fix the color). Or should I consider something like Tatt2Away? Is that safe to use on the upper lids? I am worried about scarring. Thank you.
