How to Treat Worsening Hyperpigmentation?

I have a dark spots on forehead, around eyes, nose, upper lip, around the mouth, and neck since from last three years. I consulted with doctors and told me that it is hyperpigmentation. They give me medicines, but yielded no results I have got. Day by day, the problem increases so please advise me how to eliminate this problem.
