My Face Always Becomes Darker Than my Neck a Few Hours After Cleansing. Why?

Hello, I realise that my skin always becomes darker in the middle of the day. Is it due to the production of oil on my skin? I tend to get oily witin a few hours. However, if I do have oily skin and do not moisturize well, dry and itchy patches will form on my cheeks. Is my skin oily or dry? My face is never the same skin colour as my neck, unless I just wash my face.
