Eye Brow Tattoo Removal with Lasers?

I just had my first laser tattoo removal for my eye brows. It's been five weeks and the finer hairs I had have not come back. I'm worried that this will be permanent! How do I know if the laser being used is the correct kind and will not also remove the hair? As far as I know, there are no doctors in Wisconsin that can remove permanent make-up unless its black. Mine is dark brown, so I'm going to a man who travels the state with various lasers that he's got a license to use. He's not a doctor.
