What can I do to premanently get rid of my eye bags? Is there any complications that I might run into (side effects)?

Lower eyelid bags
It is hard to say for sure what would be best for you without a face to face examination and due to the blurry appearance of the submitted photo. You would probably benefit from lower blepharoplasty with removal of excess eyelid skin and suturing of the eyelid fat to the deep cheek fat.
