Can Extractions+headgear Restrict Maxillary Growth? (photo)

When I was young I had 4 bicuspids removed & I wore cervical headgear to correct a class II jaw (+4 wisdom teeth removed as an adult). I have a recessed maxilla and mandible, some TMJ issues, and I cannot show a toothy smile. My old orthodontist recently told me cervical headgear does not restrict forward growth of the maxilla in a growing child. Is this true? I think the treatment done had a negative impact on my face. What alternative treatments are there, and what are my options to fix this?

There seems to be an aversion to commenting on another orthodontist's work. I understand why, but that was not my intention in posing this question. I am just trying to figure out what happened, if my jaw grew as it naturally would have or if orthodontics had an effect, and what my options are now to fix my jaw.
