Exercise and Non Invasive Options to Tighten Arms and Thighs?

As a youngster, I was extremely overweight. But as I've matured, I lost the weight. I now have saggy skin although certain areas such as the inner thighs and upper arms are not that severe.
What techniques would be good for targeting areas without excessive skin sag? Exercises, non-invasive surgeries, etc.
