How to Remove Upper Lip Discoloration?

I am a female African American and I have a discoloration on my upper lip This discoloration looks like I have a mustache and it is really disturbing. I purchased an OTC fade cream yesterday called Dermisa whose active ingredients are 2% hydroquinone and 0.60% octyl dimethyl paba. It also contains Vitamin C. I have used this cream twice and so far no irritations, but I am still concerned. Any advice would be appreciated.
