How to Fix with Hyperpigmentation?

I had a treatment done with lasers on September 11th 2010. I have been going to a technician for 4 years and she moved so I went to a different one who didn't know what she was doing, so she ended up burning my entire arm. It started out as scabs and then peeled leaving me with white marks. I have read other discussions but still haven't found a concrete answer on what the next steps are? I wanted to know about how long it should be before I see a change, or if I will actually see one?
