Hereditary Dark Circles; Used Med 21 With No Results, What Are my Options? (photo)

I have terrible darkness under my eyes. I have brown skin and I know this is hereditary. It's in the covers of my eyes and under. I can only partially cover this with make up. I have tried hydroquinone but it does not work that well. This is clearly hyper pigmentation. Do things like Kojic acid really work? I have used Meg 21 for almost a year and seen not one bit of difference. Any suggestions. This is very unattractive.
