With proper training and by following prudent protocols, ipl treatments should be safe for both the patient and technician.

Well, if you've had the proper training and use the right equipment, the answer is "no". You need to be trained by the makers of the machine though for how to do proper settings and use the machine so that you're following their guidelines. It's also intensely important that you and the patient wear the proper eye goggles during treatment.
