Is Co2laser Best Treatment for Me?

My name is Katie Van and I am 21 years old. I am struggling with bags under my eyes. I have had them for a couple months now and don't know how I developed them. I wake up every day with swelling under my eyes. It looks like fluid retention, but I don't understand why it stays there and doesn't go away. I went to Epione in Bevery Hills and got fillers, but it didn't work because you can still see bags. They told me to do the coolaser. Will it work even though I just have fluid retention??? Help.
