What Are the Risks of Silikon-1000 - Used As Filler for Under Eye Bags?

I'm 24 and i've always had a tired/sad look about my face i need some serious improvement, it will only get worse as i get older. fillers seem like a good option but i sure don't want to revisit a year from now and pay another couple thousand dollars, i'm not a movie star, i work 2 minimum wage jobs... I read somewhere that silikon is permant while restylane and juvederm are not is this true?
