Risks in relation to what surgery? Generally speaking the risks are comparable but the potential for keloid scarring is elevated in relation to caucasians by a risk factor of 19:1.

Complications inherent to Afro-American women
Given the same body type (obese vs. thin) and overall health status there is not much difference in terms of risk between and Afro-American woman and a Caucasian woman undergoing the same procedure. The major difference is in skin scar formation but that is not the case for every Afro-American woman i.e. some have the genes for keloid formation and some do not. In the absence of previous surgery or skin trauma it really is not possible to know if the keloid genes are present.

Complications in ethnic patients?
As Dr. Aldea siad, other than an increased risk of poor scars or keloids, there aren't many other issues that I can think of that separate risks among different ethnicities in plastic surgery.
