Severe Hyperopia, Phakic IOL, Safe?

For a prescription, +7.75 / -2.25 and +8.50 / 3.25 , would a phakic IOL be safe? My anterior chamber is deep. I would have to goto europe for this as nothing approved for both hyperopia+astig here. ICL + LRI's but that sounds risky. I hate +7 and +8 hyperopia, an unlucky prescription. I dont want to do experimental lasik, even if some new lasers where success could deem to be high. India is the only place they seem to do such high hyperopia. If I could even get it down to +3 I would be happy.
