Could short hairs that didn't fall out after procedure be blocking new hair growth? Should these hairs be taken out?

I had a hair transplant procedure done about 5 months ago and I still have a lot of short blunt hairs throughout the recipient area. After the shedding period I noticed that not all the hairs were falling out, about 30 percent stayed in. Some of those that didn't fall out started growing really well so I thought I should give the other ones some more time but they haven't changed. Also I pulled a couple with tweezers just see and they slid right out like nothing was holding them.
