Circumcision Loose Skin 9 Weeks Post Op?

I asked a plastic surgeon to remove loose skin and give me a high and tighter circumcision. 5 years ago a urologist did nothing to make me look more circumcised. It has been 9 weeks since the operation under general anesthesia. The skin looks as loose as it was before. The frenulum has a bunch of loose skin ,and around the corona, the skin drapes over it !. Is it too soon to judge the results ?, if so, how long does it take to show the result ?. Can it be revised under a local this time ?
