Chin Implant Still Swollen After a Year

I had a chin implant a year ago but this was not an actual implant but instead it was constructed out of the bone structure of my lower jawbone. I have the impression that it still not completely healed. Although the swelling does not look abnormal i feel like it's not completely gone and I sometimes feel my nerves "pulling" together in that area. Also when I rub on my chin it feels numb compared to the rest of my face. Is this still normal?
