I would suggest you consult with a dermatologist in your area to confirm your diagnosis. Darkening of the lips from smoking would be rather unusual. If you have darkening of the skin from hormonal changes (melasma) or sun-related pigment changes, there are prescription related treatments that can help. A series of light chemical peels can also be beneficial.
