Will I Be Charge Less Than Normal to Remove a Half Sleeve Outline Than a Half Sleeve Thats Filled In?

Im tall but got skinny arms, im latino , the tattoo is about a month or 2 old I was wondering how much will that cost and yes it is wrapped around my entire upper arm any help from professionals, and or someone that went threw what I'm going threw will be appreciated. I don't know how to measure it but from my measurements it is 15in longand 14inches around my arm.
