Change in Face Due to Hydroquinone/Hydrocortisone Cream (Pictures Included)

In November 2009 I was prescribed a 4% hydroquinone and 1% hydrocortisone cream. After using this cream for a couple of weeks I noticed spontaneous red marks all over my cheeks, I immediately discontinued it as of December 2009. I noticed a change in my face but could not understand what it was. A year and a half later my face has still not gone back to normal and I realize now it caused my cheeks to become huge. Was this reaction due to the cream? My doctor said the cream has nothing to with it.
