Will Brow Bones Develop After 19?

I find that I've a brow bone that's rather lacking for a male, leaving a distance I feel is too large between my eyes and eyebrow. Besides, it also looks feminine. Will my brow bones still develop after 19 considering I've a late puberty? If not, what are the possible ways to project the bone forwards?

Face is well formed after age 16

The face is generally pretty well formed after age 16 and no real further bony development will occur after that age.
