Is it common for some parts of the face not to react to the chemical peel at all?

I had a Vitalize chemical peel 4 days ago. Now only the area around my mouth is peeling (quite intensely) since day 2, but my forehead is not affected at all (doesn't look or feel any different). I'm disappointed because the forehead is my most problematic area. Should I be treated with different-strength solutions for different parts of the face next time I get the treatment? Or does that area of the face always react less to chemical peels?
