Discolored Bikini Area - What Can I Do?

I started using hair removal cream and shaving my bikini and intimate area a few years ago. Because of this my bikini area has become very discoloured and dark. I have tried everything to fix it. Exfoliate...leaving the area alone...waxing...not waxing....I don't know what to do anymore. I always stay out of the sun and don't wear tight garments and it's still not getting better. I also have a lot of ingrown hairs that have caused many scars. Please tell me what I can do about my bikini and legs? My Wedding is Coming Up Soon!
