Yes, you can have hair transplant to the scar but it will not be worth while if you keep your beard as short as you do on the photo.  

Yes absolutely can have hairs implanted to disguise the scar. In your case however you may have to reasonably grow your beard as the scar is prominent. Perhaps you might try steroids or Acell intercellular matrix to treat the scar first then do a transplant 

Your scar appears raised and that would prevent you from shaving your beard after a hair transplant very close. Maybe you should consider getting the scar to flatten out by seeing a doctor who knows how to do it. If this was done before the beard transplant, you could then shave it more closely.
