Steroid atrophy on abdomen post lipo. Will the collagen ever get better, and fat rebuild? (Photo)

6 months post lipo with scar tissue on abdomen, my doctor injected Kenalog to see if the scar tissue would soften. its been 3 months since shot. I have hypo-pigmentation and its encaved into my skin. No fat in it at all. Looks like I have a bulge of fat next to it but its the effect of having an atrophy dent with no fat on it. Will the collagen ever get better and fat rebuild? Or will I have to get a fat graft? Even if I do get the fat graft, will the pigmentation come back? Will the fat stay localized?
