All of the liposuction techniques will address localized areas of fat - that is what they are designed for! If you only have a small area that needs to be addressed, then performing the procedure under local anesthetic is just fine. You will feel sore for a few days, but should avoid strenuous exercise for 3 weeks to allow the area to heal.
One thing to watch out for - if you have delivered children and are now noticing fullness below your belly button, it could be from muscle weakness rather than fat. If so, a tummy tuck would be the right solution. Do yourself a favor and have an examination by a surgeon who offers both procedures, so you will end up with the right solution to your problem.

Agreed that pretty much any type of liposuction (SmartLipo, traditional, PAL) done here under local anesthesia (tumescent technique) should be adequate to address the area of concern. You should have minimal downtime and get a great result if it truly is just this focal area AND you have good skin quality. Just make sure this is just fat and not skin excess.
