Is Alpha Arbutin Better Than Hydroquinone?

Hydroquinone doesn't work for me anymore so I heard that Alpha Arbutin was a good alternative. Is Alpha Arbutin superior?
Also, what could it be that's preventing hyroquinone from not working on my skin again?
Hydroquinone (6%) worked amazingly for my skin back in 2003, but I've been using it for a little over a year now with no results.
