Cure Sinus Infections or Use Titan to Remove Malar Bags?

I have malar mounds for past 4 years. I moved to Japan and notice worst condition. I read your reply that allergies may be contributing to malar bags. In Japan, it has been noted that there are a lot of allegens in air, and a lot of people new to the area get allegies or sinus infections. I notice my nasal passages fluctuate. Open is always closed, other one is opened.

Could allegies or sinus be the problem for the swelling? Will curing sinus infection reduce them, or is there another way to reduce or remove them, such as Titan or other lasers? I also heard possibly getting Lipodissolve to reduce the fat. Please advise. Thank you.
