Can my Acne Scars Be Considered Old?

I've had acne since around 3 years now, and I am still getting breakouts. Sometime in the last 2 years or so, I have been scarring along with (I think) open pores. Now, I was just wondering if these scars (1-2 years old) are considered "old" and permanent scars. There are quite a few scars and a lot of open pores on my cheeks, but most of them aren't all that deep. What type of treatment would be best for them?
