Appropriate Acne Scar Treatment for Skin with Pigmentation Issues?

This is what my skin looks like in normal lighting conditions. I'm deciding if I want to do laser, TCA peel, etc. My skin does tend to have pigment issues. And are these really considered to be ice pick scars?
