Could Acell Regenerate Eyebrow Follicles Treated by Electrolysis?

A year and a half ago an electrologist removed a large portion of my eyebrows without my permission. Another doctor here said that Acell alone could be used to see if it would regenerate the treated follicles. Can someone please explain how this would work and when this treatment option will be available to me?
