I think there are permanent options.
First step, let's define terms. Permanent does not mean that you will look like you did following the treatment forever. It may take 3-6 months for you to "see" your result.
Then you have the natural process of aging - yes, your lips will age just like you.
Depending on "what" you had performed to make your lips bigger goes a long way to answering your question. You may just have the red portion of your lip become fuller, you may have more red portion exposed or both.
In general, temporary fillers are, temporary. If your feeling uneasy about a permanent change, this maybe the way to go. For a longer lasting result, in my experience, using your own tissue lasts the longest. I have very nice 5 year follow up pictures. I tend to use dermis vs fat. This requires a scar at the donor site but this may be a good option for you. If you do not want a donor site scar, then my next favorite option is to use donor dermis.
There is always a period of time after surgery when you look too swollen. Hopefully, you will feel too swollen for 3 months so that you maybe happier long term.
