How to Reduce Thick Scar Tissue Under Forehead Wound?

I had my forehead cut completely through all the tissue with glass. Two years on, I have used silicone gel daily. On the surface the scars are not that noticeable. My right brow muscle only lifts half way up and under the scars, there is a lot of thick lumpy tissue. It feels awful. I don't think opening it up would work because there are three very long scars. What is the best way to smooth out the thick ridge/lumps? Thanks so much.
