Im a 21 year old female with 38D breast, I have pain in my back and rolled shoulders. I've also developed a rash underneath of my breast. I'm considering a

breast reduction

to a C-cup is that plausible?

It sounds like you are a good candidate for breast reduction and have realistic expectations.  Visit with a borad-certified plastic surgeon.  Make sure you view photos of the scars themselves so you can see exactly where they are.  In general, breast reduction patients are thrilled they went ahead. Occasionally, the scars can heal in a thickened fashion and this is a detraction. Have a discussion with your doctor about hwere the scars will be (some surgeons will actually draw on you) and also what to expect one year from surgery.  Best of luck.
